It clarifies that for the 2019-2020 FY, the new categories and old weights will be used with the old (existing) formula. This is a temporary pause in the roll-out of the new formula to address concerns that emerged this past year. The pause is explained in this July 1, 2019 memo from the Chancellor's Office.
